In my opinion, I don't think prisoners should be allowed to vote. Prisoners are people who by virtue of having committed an offence punishable by the state are deprived of certain basic rights such as the right to life, freedom of movement, privacy e.t.c
A cursory look at the average prisoners life would show you that all these rights are denied him. This is a punitive measure meted out to him because of the offence. I.e the denial of rights is the punishment of an offender. Therefore, if he can be denied basic and fundamental rights such as the right to life, I see no reason why he should not be disenfranchised.
Apart from that, the constitution which is the grundnorm has already provided that no criminal or person convicted of a criminal offence should be allowed to vote or contest for an election.
In conclusion, if a prisoner is allowed to vote, then the aim of the law which is to punish criminals by denying them their basic rights so as to deter them in future would be defeated.

I agree that when one commits a crime the consequence of forfeiture of certain liberties including suffrage is entirely appropriate. I don't know that the well being of society will be best served in the occasion of the 'prisoner vote' getting sufficiently large to sway political discourse and force politicians to pander to their desires. As it now stands everyone is aware that to continue to be able to affect political discourse, one must obey the law of the land. The choice thus is be a good citizen and retain the right to vote or be convicted of a crime and lose that right. That seems only fair to me. Any permutation of the aforementioned choice and consequence paradigm will be tantamount to eating your cake and having it and we know that never works!
