These verses are for hypocrites who said Prophet peace be upon Him that they were Muslims but in fact they betrayed Him...not for non believers, The people started fight and for defense Mulims did war. They just call them towards right path. Quran do not teaches to kill but to give life a good an righteous life otherwise it teaches that Allah will put in the hell fire who will not believe Him. Just like when we say any child to do his homework otherwise he will fail the exam or he will get punishment. Tauba means repentance if they were already non believers then why they should repent? Point to be noted.... We must use our brain instead of blaming Islam and Muslims...if you read the whole Surah you can come to know Allah Has clearly call them Hypocrites:

9.64: The hypocrites fear lest a Surah is revealed concerning them, exposing what is in their hearts. Say to them: "Mock as much as you like; God will surely expose what you dread." pls read the whole verse and stop quote a specific line in the Quran...a muslim will never fight except conditions calls for it, IT CALL DEFENCE ISLAM IS NOT A RELIGION OF VIOLENT
