Fight Against Corruption: OBJ Style Versus GEJ Style by Nobody: 6:01pm On Dec 11, 2013
People often compare anti-corruption fight in the days when OBJ held sway as president to what is happening under the current govt. Now, this thread is open for this comparison based on FACTS (not based perception or media noise).

In my opinion, the fight against corruption that we saw during the regime of OBJ was full of drama, deceit and PLAYING TO THE GALLERY. It was characterised by sack and prosecution of some senior govt officials (SOME of whom were deliberately set up by the same govt). The cases that stand out include those of the former Inspector-General of Police, Tafa Balogun; former senate president, Adolphus Wabara; former education minister, Prof. Fabian Osuji and former health minister, Nike Grange.

However, after much DRAMA and dancing in the media many of those cases of corruption could not stand judicial scrutiny. Below is the statement made by the Appeal Court while freeing the duo of Adolphus Wabara and Prof. Fabian Osuji of the allegations of corruption slammed on them by OBJ:

"the charge was bogus and failed to establish a prima facie case against the accused persons.... the prosecution failed to attach the list of witnesses and other relevant documents to the charge as required by law....the criminal charge was frivolous, baseless and had no merit and as such could not be sustained"
http://pmnewsnigeria.com/2010/06/02/n50-million-scam-court-frees-wabara-osuji-abdulazeez/

There was also so much media DRAMA around the arrest and prosecution of serving and retired governors for alleged corruption in the OBJ era but NO conviction was secured. I mean NO conviction in 8 years.

Again, what is the point in recruiting people of questionable character into ones govt only to later sack them in the name of fighting corruption? Wouldn't it have been more beneficial to Nigerians and the govt if the president had ab initio gone for people of high integrity?

Now lets subject the DRAMA and all the media shenanigans that went into fighting corruption in the OBJ era to further scrutiny. Did it lead to stable electricity, better roads, better aviation sector, restoration of rail transport system, improved infrastructural development in our schools, reduced unemployment, reduced poverty, etc?

And most importantly, did the sack of some people for alleged corruption reduce corruption in the country then? Did it stop or reduce the ghost workers syndrome? Did it stop the Halliburton and Seimens bribery scandal (linked directly to the presidency)? Did it stop electoral fraud, which is considered by many as the GREATEST form of corruption? How did it help in the alleged misappropriation of $16 billion in the NIPP power projects? How did it help in the alleged N50 million per legislator 3rd term bribery scandal that rocked the NASS? And so and so forth.

And how much really (in terms of naira and kobo) did Nigeria save as a result of the sack of those people? And where was the extra funds, if any, invested? Was it in roads, railways, Airports, hospitals, schools, etc?

Now lets compare the OBJ PLAYING TO THE GALLERY strategy of fighting corruption and the current president's SYSTEMATIC strategy of fighting corruption below:

1. The Biometric based integrated pay roll system instituted by this govt has saved the nation a whopping N120 billion annually, which was lost in the past to Ghost workers. The benefit from this alone, exceeds whatever would have been gained by playing to the gallery.

2. Transparent privatisation of PHCN. This singular measure has completely freed that sector from public sector corruption. The govt contracts, bribery, etc are gone for good.

3. Eradication of the fraudulent fertilizer subsidy scheme. The Growth Enhancement Scheme (GES) instituted by this govt eradicated DECADES of fraud in the fertilizer distribution system. Farmers registered under the scheme now receive their fertilizer via mobile phones. Govt no longer awards contract for fertilizer purchase. This system alone, saved the govt N25 billion in 2012. In the past, the N25 billion would have been lost to corruption and contracts. No wonder the agric minister was recently made FORBES MAN OF THE YEAR 2013.

4. Removal of fuel subsidy. The complete removal of fuel subsidy would have COMPLETELY eradicated the fraud in that area. Unfortunately, the protest stalled the whole thing.

5. FREE AND FAIR ELECTIONS. This for me is the greatest tool for fighting corruption. Leaders who are truely elected by the people tend to be more ACCOUNTABLE to the people. This is what this govt has done through free and fair elections.

6. Passage of Freedom of Information bill. This law further enhances transparency in govt. Past govt refused to pass this law.

And so on and so forth. These are in addition to whatever the EFCC and ICPC are doing.

Now, Nigerians should choose between PLAYING TO THE GALLERY in disguise of fighting corruption and fighting corruption using SYSTEMS AND TECHNOLOGY with TANGIBLE BENEFITS.

Obasanjo we all know
Obasanjo regime as a leader and head of government can best be characterized as catastrophic failure. The 8 years he served as Nigeria’s civilian President were nightmarish and can best be described as “government of the leaving dead” - using a borrowed statement from David Cameron (UK Conservative Party leader) while referring to the remaining last seven weeks of government of British Prime Minister Tony Blair, the UK Labour Party leader who will step down as British Prime Minister on June 27, 2007. Why did this happen and how will the future remember President Chief Obasanjo? Inordinate and blind ambition and greed – these few words can best be used to answer the above question. However, a deep analysis can explain clearly how and why this happened. First, it is not the length of time in office which matters but what he did and did not do in office during his 8 years tenure. Secondly, the quality and integrity in terms of accountability and transparency of what he did and the vision and maturity exhibited while providing leadership of the country counts in any assessment of his legacy. Having said that, it is pertinent also to briefly examine the political history of Nigeria since independence to buttress some points here. For example, it is a known fact that once in office the first thing Nigerian leaders do is to whittle down drastically, the constitutional powers and authority assigned to the other tiers and layers of governance of the country. When the military is in power for instance, the first thing they do is to disband the parliament or National and State Assemblies and constrain the judicial arm of government while assuming supreme executive authority over everyone else. Similarly, under Nigeria’s democratic experimentations since 1979, the executive arms of government both at the federal and state levels try as much as they can, to have domineering influence on the legislative and judicial arms of government. For example, from 1999 to 2007, almost all the State Governors exercised power and authority in their respective domains with very minimal oversight by the legislative arm of government. At the federal level, the story is even worst. The reality is that what Nigeria went through during the 8 years of President Obasanjo’s supposedly democratic government was not fundamentally different from what Nigerians experienced during the over 35 years of military dictatorship in Nigeria since independence in 1960. The national assembly was treated with disdain by President Obasanjo and his cohorts. This is one of the reasons why we found ourselves in the present mess where for example, President Obasanjo can tyrannically. stripped Nigerians of their hard earned civil liberties; democratic rights to freely elect their leaders and unleashed the worst form of excruciating and awful economic and social reforms in Nigeria since independence. By the way how can we run our country when we can’t even conduct credible elections? Therefore, the best starting point of assessment of President Obasanjo’s legacy is the April 2007 “charade” in the name of general elections. No matter how one would like to put the blames for what a shambles that elections were on April 14, 2007 and April 21, 2007 respectively, the Presidency must be blamed squarely for shabby preparations, conduct and the outcomes of the elections. But should we be surprised? Of course not – it was continuing in the tradition of Nigeria’s previous elections set by our greedy and dishonest politicians and inept leaders. However people interprets the results of the shambled elections, it is clear that overwhelming Nigerians and the international observer groups have condemned the elections as severely flawed and do not meet the standards of acceptability anywhere in the democratic world and traditions. Nevertheless, President Obasanjo and his cohorts are hell-bent on forcing the results of the charade on Nigerians. This has already opened the doors for protracted opposition against the in-coming governments both at the States and federal levels. But any attempt by the out-going and/ or incoming administrations to go against the wishes of the majority of Nigerians will be met with strong resistance from the opposition groups. Therefore, the April 2007 general elections (presently disputed in election petition tribunals nationwide) are President Obasanjo’s lowest point of the legacy he bequests to Nigeria. The first positive legacy of Obasanjo’s 8 years that stands above all others, not begrudge even by Obasanjo’s fiercest critics is largely paying off our sovereign debts to the Paris and London Clubs of creditor nations. This singular act was achieved largely by the political will Obasanjo provided to his economic team led by the indefatigable World Bank Vice President whom Obasanjo convinced to relinquished her cosy prime position in Washington, D.C USA to join his cabinet as finance and later foreign minister – Mrs Ngoji Okonjo-Iweala. This showed the highest point and the very best of President Obasanjo’s legacy of 8 years of Nigeria’s leadership. In between the above mentioned lowest and highest points of Obasanjo’s legacies are to be found other areas of achievements and failures as the case may be. However, within this spectrum, there seems to be more failures than achievements. For example, some other major achievements and failures are highlighted and summarized in the table below.

OBJ was just into the more u look, the less u see during his tenures because non of his corrupt friends were investigated at d time; The prosecuted ones were just his political enemies and that is not what we need in this nation if we must eradicate corruption. GEJ formula is better as they don`t prosecute based on political diferences or enmity but based on the violation of d law of d land.
Re: Fight Against Corruption: OBJ Style Versus GEJ Style by Nobody: 6:41pm On Dec 11, 2013
When corruption is reported in any government, the onus is on the leader to confront it headlong to prevent entrenching impunity. Obasanjo took the following actions:

1. Fabian Osuji was sacked for corruption related cases.
2.Sunday Afolabi was disgraced and was rumored to have committed suicide when the shame was unbearable for him.
3. Adolphous Wabara was forced to eat the humble pie.
4. Osomo, former housing minister was sacked for corruption related cases, an opening that allowed Mimiko to be appointed a minister.

Yar'Adua asked Grange, former health minister, to resign immediately when allegations of corruption were made against her.

You can't prevent anyone from being corrupt, but when a case of corruption is reported, the onus is on the leader of such administration to act.

Corruption is everywhere but what pertinent action has GEJ taken to punish corrupt persons as a detriment to others?

Absolute thrash.

Case one: the Malabu oil deal was about an oil bloc which was enmeshed in international and local legal dispute. The govt inherited the crisis and it was sorted out in an out of court settlement that entailed Shell/Enron paying $1.2 billion to have full ownership of the oil bloc. If you dont like the faces of the people who benefited from the payment, then that's your business.

Case two: Point of correction, no case of corruption was established against Aruma Oteh. In fact, it is the house of reps that got entangled in bribery allegation. Aruma Oteh has overseen the recovery of the NSE and should be COMMENDED by all well meaning Nigerians, of course excluding Tinubu slaves.

Case five: as for the Pension thief, GEJ is neither the law court nor the judge that passes judgement on convicts. This is a ridiculous point and shows how confused you are.

All the marketers involved in fuel subsidy scam are being prosecuted by the EFCC. The executive is doing its bit by prosecuting them, the judiciary should also do their bit. Meanwhile, if the planned removal fuel subsidy had sailed thru as planned by GEJ, it would have FINALLY AND COMPLETELY eradicated corruption in that area.
