This sort of rubbish is what we get when we allow imbeciles(sorry) to govern us whether they got there by rigging or otherwise. So many options exist. Has he tried increasing revenue? Has he tried reducing wasted funds? Or even at worst reducing the number of teachers?

Obviously we can deduce his problem maybe that he cannot put that money to paying teachers because he wants it in his pocket. What a shame.
