INFRASTRUCTURE; ROADS
1. A total of 2000 kilometres of road were built or rehabilitated as at the end of 2013- the highest in a single year by any government government.
2. Apapa-Oshodi Expressway, Benin- Ore-Shagamu Highway and Enugu-PortHarcourt dual carriage are being reconstructed.
3. Kano-Maiduguri and Abuja-Lokoja are undergoing dualization.

TTC in talks to sell old trains to Lagos. Are they safe enough?

As Toronto trainspotters gleefully take maiden rides on the TTC's Rocket, commuters in Lagos, Nigeria may be about to get some new trains of their own. Our old ones.

A TTC spokesperson has confirmed that the commission is negotiating with a private group to sell up to 260 used train cars to the West African megacity's new transit project.

"I can confirm that the TTC is in discussion with a third party that wants to purchase trains for Lagos," said commission spokesperson Brad Ross. "Over a period of time, they will be taken out of service and then transported over to Nigeria."

The cars being considered for sale are the TTC's old H-5 and H-6 models, which will be decommissioned as the TTC rolls out its new fleet of Rockets. Ross predicts the earliest they could be shipped to Nigeria is sometime in 2012.

Traffic snarls are already a major economic problem in the Nigerian capital, a booming city that will reach an estimated population of 25 million by 2015. A new above-ground rail system designed to carry 1.5 million people a day has already broken ground, and Lagos Governor Babtunde Fashola has said it "will be the most multi-dimensional and most impactful" of the government's efforts to reduce traffic congestion.

Fashola visited Toronto earlier this year to inspect the TTC trains.

The Lagos deal would be the first of its kind for the TTC. Decommissioned cars are usually sold for scrap metal and can fetch up to $1,500 dollar each. While Ross declined to discuss specific figures, he says the sticker price for Lagos is "significantly more" than scrap prices, putting the potential profits to the TTC in the millions of dollars.

It is not unusual for technology from western nations to end up in poorer countries. Marketplaces in Africa and Asia are flooded with North American clothes, computers, and even cars, but the purchase of larger technology like trains is rarer.

The cars will have to be significantly refurbished to fit existing infrastructure in Lagos, and some Nigerian media reports have lamented that the government appears to have settled on "tokundo," or used, trains instead of brand new vehicles.

Although half the cars are more than 30 years old, Ross is adamant they are perfectly safe and are only being decommissioned for capacity reasons. But he also admitted the TTC is not required to make sure the cars meet any safety standards before selling them.

"Once sold, it's up to the new operator to ensure they are in good working order," he said. "They do need to be maintained much more frequently than the new trains, simply because of their age. At some point they will run out their useful life."

Murtaza Haider, director of the Institute of Housing and Mobility at Ryerson University, said the age of the cars is definitely a cause for concern.

"We should be ensuring that there is some service life left in these vehicles and we're not going to be playing havoc with the lives of those who would ride these vehicles," Haider said. "There's metal fatigue, and that metal fatigue could result in dangerous conditions. I would be paying a close watch on this for the next ten years to see how many accidents do happen in Lagos."

He also warned that while rail systems are glamorous as far as transit infrastructure goes, they are not always as effective at reducing congestion as other options. Nevertheless, new rail systems are frequently preferred because governments can take advantage of kickbacks from large contracts.

According to media reports, the cost estimates for the Lagos rail project have varied wildly from $1.2 billion to $30 billion. In 2010, a Nigerian government watchdog accused Fashola's government of widespread corruption.

"More often than not, politicians favour rail transit because it is more expensive," Haider said. "It's almost useless in some cases, and less productive in most cases, than a bus system. But you can't buy busses for $30 billion. You can inflate prices and make a lot of money buying a rail system."

sincerely speaking electricity distribution and availability is improving far better that what we used to have before. Like in my place I used to rely on power bank to charge my phones almost everyday, but the situation has changed now. For the past two months I don't remember to charge the power bank because electricity is now available for at least 4 -7 hours per day. This is an improvement on its previous availability of 0 - less than 2 hours per day. I think that is an improvement, and with time it can increase and become more stable.

May be I should take quality time to investigate that, compare and contrast the amounts our so called progressives are spending on similar projects. ordinary, if we were to explore that, those claiming to be the progressive might likewise end up being criminals.

On variance in the costs of improving electricity in Nigeria compared to China, China already operates industrialised economy with patriotic and home-based professionals, Nigeria has continued to struggle to develop in hands of saboteurs. You mentioned professionalism, let me start with the military, how do you expect them to be professional when "man know man" is the order of the day? is that not nepotism a sub set of corruption? even with over 13,000 Nigerian lives gone, the commander in chief is yet to wake up. Look at Chad, they celebrated Boko haram free, since Oct last year or so, today, they have 700 soldiers in Cameroon and 500 helping us, is that not shameful enough for Mr president to resign?

Ordinary Chad whose Air force is not as big as our presidential fleet? Chad whose soldiers can not afford bullet proof vests? Chad who has 38,350 soldiers against Nigeria with 130,000? If you are objective you should know that corruption is a cancer with huge chain consequence, once you allow it to thrive, every other sector will collapse.

Where will professionalism come from? in the oil and gas after GEJ and his friends enthroned their Local content policy, his Nigerian friends stopped training their Nigerian workforce, gone are the days when you join an Italian company and tomorrow you are in Milan, the Nigerian content refused to do that, so even if you do a $5b project annually for 100yrs in the industry, you will still source man power and expertize abroad, how will professionalism come when that corrupt practice is allowed to thrive?

Bart Nnaji brought an idea that was about to transform the power sector, Balkanization and privatization of power assets, where is he today? if Barth a professional was not allowed to man our power assets, how is that sector going to attract technocrats and investors?

My brother,the idea of not entrusting cash in people's hand is applaudable. You should consider that the lagos-ibadan express way was reawarded...you dont know the scam in these construction contracts. Contractors do leave project after the administration is over. Thats why we should let these project complete before so these man can come back to taste the jail he did not put people. After his immunity is over,we'll punish the offender. But truth is 4 years is not forever in a nation's life. Again its wrong to price contracts like commodities.little wonder these contractors are coming to make billions as donation. Lets not get angry yet. In fact lets vote him back into office...the time to punish this man has not come.

Lagos - Ibadan road was not reawarded. . The road started with Obasanjo.. It is a milestone contract not lumpsum contract. Jonathan staying does not stop the contractors from abandoning site if the cash stops which may likely happen seeing as oil prices have dropped and poor financial management has left our reserves depleted.

Jonathan brings a moral clarity to his leadership reserved for those who have had to work for everything they’ve gotten and had to do twice as well as the person standing next to them because of the region they come from . His experience of succeeding in spite of his social background could have been embittering or one that fostered a spiritual rebirth of forgiveness and enlightenment. Lagos light rail’ll be ready in June – Fashola
JANUARY 9, 2013

The Lagos State Governor Babatunde Fashola on Tuesday said the first phase of the state Blue Light Rail project would be completed by June this year(2013).

He expressed confidence that Lagosians would start enjoying the services of the lrail project immediately.

The first phase would run from Marina and terminated at Okokomaiko area in Ojo Local Government.

Fashola spoke during an inspection of ongoing projects in the state which took him and his cabinet members to Orile-Iganmu, Alimosho and Ejigbo areas among others to assess the level of works being done by contractors.

How do you mean? I was making a point that electricity distribution and availability has improved steadily in my place, and that improvement is likely to continue until we finally get it for 24 hours. Rulers had been there before Jonathan, those ones messed the system up and opened up ways to poverty. We know the distribution is inadequate, but we believe we will soon get there with the ongoing work.

For the last question,the answer is about 11500MW. I already mentioned why more than sixty percent of of installed generating capacity is still sitting pretty doing nothing.

Nigeria has projects to install 15,000MW of electricity under the NIPP before Jonathan came, what you are seeing today are projects being completed in his era, he has no hand in it, in fact, Jonathan did more harm to the NIPP than OBJ.

Mention one generating plant that Jonathan started and completed in his 4yr tenure? pls mention it, even the second phase of the NIPP (transmission) he could not implement, sell the existing ones, corruption wont let him.

Who will believe that Emeka offor will own power assets in Nigeria if Jonathan is not ruthlessly corrupt? what experience does he have in electricity distribution to be given Enugu Disco on a platter of gold?

So you dont know that no one is a saint? Corruption is part of the system such that we as society should fight it tooth and nail. Ihovbor power plant was added to d grid last year. Geregu was added too 450 MW, calabar is on board. Omotosho is running, sapele just got rehabilitated and will be adding 451 MW to d grid.The total installed capacity of all these gas powered plants are above 15MW But presently generating capacity is 4500MW Max. Why? Issues with gas pipeline vandalism. Ihovbor is running only two units out of 4 units. Ie 225MW . Same with other plants, running one or two out of 4 or 6 units. If gas supply is constant and they run all their units, believe me, light will not blink But that will be when the transmission infrastructure are upgraded to carry such high power.

Mambilla is another big project coming up. Hydro is expensive But cheap to run since water is free though We pay the country from which d water is sourced otherwise they divert their water for irrigation or other purpose.

GEJ must continue to complete these projects. We are close to having constant power supply

Mention one generating plant that Jonathan started and completed in his 4yr tenure? pls mention it, even the second phase of the NIPP (transmission) he could not implement, sell the existing ones, corruption wont let him.

Who will believe that Emeka offor will own power assets in Nigeria if Jonathan is not ruthlessly corrupt? what experience does he have in electricity distribution to be given Enugu Disco on a platter of gold?

If you guys know half of what GEJ is doing, you will stone him in the next rally.



I dealt once with one of Emeka offors numerous dubious companies. . He was bidding for a Job with my company and had to submit his financial statements t for the last three years Including works done in the last 3 years.. grin let's just say that Nigerians are in deep shiit if Emeka Offor currently controls o e of our power assets as that man is shadier than slim shady... grin

Thief, you worked on NIPP and you credit Ihovbor to Jonathan cheap thief, you went there to vandalize our equipments to claim Jonathan just installed it. Even in 2011, when it was re awarded, Major procurements were already done.

Honestly, my marvelled by this. This is what we call change that Nigerians need. GEJ has to continue to finish what he has started. I, must personally comment on a point not mentioned here. During GEJ/SAMBO, Nigeria won the prestigious nations cup which Nigeria has never won in the past 19yrs of history. God bless GEJ/SAMBO. #GEJ4NAIJA
