It's not always about salary increase but rather purchasing power.

Yes, the cartoon does raise some issues.

Salary is certainly not on the same diet with
Fuel, Bread and Meat. After all Salary can only
grow based on the profits generated by the
employer's business.

Even though the cartoon didn't show them, I'm sure
other items like "Fancy clothes" and "Smartphone"
will be GIANTS compared to the other items!

You only need to visit any major supermarket near
you to see salary earners spending like there is
no tomorrow.

The reality of today is that every one must take
his financial future in his hands. The days of
depending on one's salary completely are over.

These times call for serious financial discipline.
Here are a few tips for salary earners:

1. Create other sources of income that won't
conflict with your job.

2. Avoid impulse buying; work with a budget

3. Save a fixed percentage of your income

4. Live within your means

Cheers!

- By boosting food production, that it is available to the extent that foodstuffs cost lesser.
- Also it will cashcrops need for the production of other finished products to be cheaper.
- Providing cheaper public transportation will save cost and reduce the burden on Salary.
- Affordable Housing and flexible Housing Loans will reduce the expenditure on rent and shelter.

These and few other like improved Healthcare, support for Small Businesses and investment in Education will help the masses spend lesser, that way "Salary" will improve comparatively without necessarily increasing SALARY to a bigger figure all the time.

I have the feeling that for whatever the reason, you did not understand the words I wrote. Here is summery in bold:

When Government in partnership with Private sectors, make/provide/create environment for basic necessities to be in surplus, the prices of such items will be cheaper. That way Salary can afford those thing in the cartoon without necessarily being increased. Remember if you decide to keep increasing Salaries, those other items will keep rising too.
