what LASAA is doing is becoming common around the world. It is another way for states to make money to fix roads. Some countries use it as a new way to concession roads. They hand over a road to a private company, the private company fixes up the road and makes its money back my controlling all the billboards on that specific road for a period of years such as 30 years and in return they maintain the road for that period of years. Its just like toll. some government do not hand it over to private company, they just do it themselves.
