On the otherhand i only want a buyer that can at least issue BCL,IBPU,Non-operative LC (which will be operative when seller sends 2%performance bond to the buyer's bank) and maybe BG.

I don't blame you because truly there are many strange stories about this business. I stumbled on an article site that advised whoever is negotiating this business to be aware of the following:

1. There is nothing like verification of allocation on any 'SHELL SCREEN' OR 'Lloyds of London'.
2. Nothing like off OPEC record as Nigeria has not even met our Opec targets in the apst 20yrs, (Until such speculations were "rumored" recently)
3. Fake sellers will never do BG, because they are fake and have no money.
4. If you ever get the ones that have illegal access to the product, they work with fraudulent vessel manager/captains/ joint venture operator staff and carry out inspections and draw up fake charter parties with buyer ALL without official permission of vessel owner or NNPC/SHELL ETC.
5. Of course the end result is fake shipping docs, which means these defrauded buyers who have d products in their names are made to become the thieves and guess wat?
INTERPOL most often than not catches them even @ destination port, na di e eye dey clear.
6. There vessel pregnant with another woman's oil, because the intercourse & conception was by fornication.

Do you have an ATS, POP and possible export license? Also, kindly specify what d delivery method is and the procedure as well as cost for product.

If it is a vessel loaded and ready to be delivered on TTO basis then bill of laden, q88, and CPA must be made available as POP,

There is no buyer in UK & The US. Go do your background checks properly. They're all a bunch of agents and facilitators. The US has a crude oil Federal reserve and feeds are from war-thorn countries. UK has refineries but they buy direct from producing country's governments.
Real & good buyers exist in Europe & Asia. Maybe a few other tiny African countries.
