I paid #8,000 and it was agreed I would pay extra 3k after delivering cos I live in the East. The Ripper didnt pick my calls since then. He is a very cheap one.

Report him to any EFCC office around you and any other time you want to transact with someone who is not within your area try and get someone check on him or meet him one on one or at least tell him to give you a current account if not abeg no deal with am except you are willing to let go the cash.
