A system becomes dysfunctional  when it fails to achieve it's goals.
With the high rate of anomalies among the youths in our society one can say that parenting is dysfunctional because we are seeing the level of unpalatable behaviors among our youths.

Yes of course that was not what parents envisaged for their children they hope to see their children become responsible adults.

 because the children did not turn out to be what they wished for, it then becomes the fault of the children , the government  or the environment and refuse to fault their parenting style. 

 proper parenting is the true panacea for the growth of any nation. to maintain decorum among our youths, parents and teachers are the one's to make that effect, including guidance and all well meaning adults.
