Civil service reform: FG to sack 50,000 workers

ABUJA—About 50,000 federal workers may be retrenched from service in the next three months in line with the on-going reform in the Federal Civil Service.
A source close to the office of the Head of Civil Service of the Federation revealed that machinery to achieve this purpose has been put in motion to collate the names of the workers that would be eventually laid off.
Those most likely to be purged, according to the source, are the workers in the executive cadre, which is made up of staff on level 17 and above and those who entered the service with Higher National Diploma, HND, who don’t get promoted beyond level 14.
To perfect the plan, Stephen Orosanye, the HOS, has issued a circular to compile the data of the affected staff.
The HOS in the circular titled “Repositioning the executive officer cadre in the federal service” and signed by M. Zakari stated that “the Head of the Civil Service of the Federation has appointed a committee to advise him on how to deal with the multi-farious problems associated with the executive officer cadre in line with on-going reform of the federal civil service.”
The circular which has caused panic among the affected staff also stated that “the exercise will require ministries, departments and agencies to provide information on executive officers to the committee on the bio-data of all categories of executive officers in all MDAs in the template attached herewith; the number of executive officers needed in each MDA according to a given format.”
The source explained that the exercise was meant to totally reduce the number of diploma holders either National Diploma, ND, or Higher National Diploma, HND, in the civil service, explaining that government is planning to engage them in post service training that will help them get integrated into the business after service.
It would be recalled that some directors and permanent secretaries were hurriedly eased out of office early this year following the eight year office tenure policy by the Head of Civil Service of the Federation.
Analysts however viewed the exercise, if carried out would not be burden on the Federal Government expenditure in the payment of the severance package but would further plunge down the economy which is already crumbled. This is even when the government is still battling with the payment of the backlog of the severance package and pension arrears of about 30,000 workers affected in the right sizing exercise of the Obasanjo administration.
When contacted on the development, Tope Ajakaye, the Head of Service Chief Press Secretary refuted the claim, saying that there is no need to read personal interpretation into the circular.

but they cut off about 7,000 some years back and my friend's mum was affected. at this rate we won't have any federal civil servants left. sadder times for our our economy sad

hmmmm its a mix feel for many, Labour want more money for their workers then Government need to cut down unnecessary expenses to meet up to their demands, so who is to blame Labour or Government good thing dont come easy, You want more money then you have to earn it. grin

bsc and Hnd are the not same anywhere in the world.wait how many profs taught you when you were in school.how many polys have school of economics or pharmacy or even medicine.poly was just to give you people a lease at education.

Those civil servants are the ones suffering getting paid 7,500 naira and lower minimum wage for years. Now they want to cut them off including their lifelihood. They have families and people depending on dem despite the little money they been piad. I know some people will say they don't do anything and just sit at work but look at it this way, in their offices, dey have no infrastructure, no modern equipments, no light, no training programmes for staffs so tell me what they will work with so all their jobs are done manually with paper and pen and most of them are very brilliant just lacking 21 century tech which has never been provided by the govt.

Most of the execution and not execution of contracts,projects and salaries at both federal and state level are all done manually by these civil servants but execution of the projects will not be effective when the bosses tell them that a project funding of 20million naira, that the Minister wants 12million, the Accountant General will take 3 million and the Director of the Ministry that will give effect to the project will see that the project will not be possible then in turn take his own 2million and give the whole ministry of about 300workers plus 3million naira to work with. This is actually how the system have been working for year. The civil servants have been molested, kicked and abused like a slave of work and the big bosses and govt officials keeps on enjoying the money.

I feel the Govt needs to implement a minimum wage of 40,000 naira ist, tackle the unemployment within the country then an on going training programme for civil service. Like they say in yoruba, Ti ise bati kuro ni bukata, abu she bu she

Polytechnics were created to focus more on the applied/technical side of courses although we still have some with arts and business courses.
Yes they do less research and their entry requirements may be lower but believe me getting an actual education and applying the knowledge gained is the main aim. If you had put yours to use, you would not have written what you did.

to the issue at hand FG should more focused on fishing out ghost workers than sending ppl into early labour market,the last one that was done affected my friend's mum a widow with 3children at the polytechnic.it was really sad.i pray they stop this nonsense because it is never a good story

Some university lecturers attended polytechnics. Have you not seen a lecturer with qualifications like this:
HND
PGDE (post graduate diploma in education. A 1yr course in universities).
MSc.
PhD.

Yeah right, thats why in the UK schools leavers at 17 enter a Govt job and in 12 to 13 years they are managers earning £35,000 plus a year and
they are managing Nigerians who have BSC & Masters Degree's lol!
and why is that? because they are "qualified by experience".
HND, BSC, Master all these certificates are relative and just
not a strong basis of assessing someone skills set.

CO-SIGN, much of the courses taught at poly-technics are now
taught at Further education colleges in the UK and the UK govt
up-graded its  poly-technics to Universities around the late 80's, early 90's
so that more people will have access to a higher education degree and
also to attract more foriegn students,

There is really nothing wrong in reducing public sector workforce to tighten public purse.

What is worrying is the process of getting rid of people based on qualification type, instead of competency demonstrated on the job so far.

And later, they would wonder why Nigerians are bitter towards their own country.

Now this is what we are talking about. Even the FG is marginalizing and then we go out blaming other sectors who does. When Banks sacked HND holders and others pay them a different salary as their University counterparts, we were crying wolf, now the Govt. that should be a bridge and work out things are the one doing this. Why dont they just scrape out Poys then and lets know where we belong! Its becoming too much ke!!!!!!!!!
