Yes, Buhari will bear the responsibility. But that is not to say that he ordered it. We all know that our military don't have a great relationship with the civilians and this bitter relationship did not start today.

And who has the constitutional powers to order the police and military around? If the appointees eg service chiefs are going beyond what ought to be their legal limits what is a good C-in-C supposed to do? Remove them or extend their tenures? What has happened and is happening today?

You cannot divorce the actions of security agencies from politics in Nigeria no matter how hard u try. Certainly not when service chiefs attend political programs for re-election of the President (their appointor), the EFCC chair wears a Buhari 2019 lapel pin and CG of Customs is the Chairman of the Buhari Campaign Organisation.

And who is the call for a better police and refined or more professional Army to be directed to? The President or the masses? When Buhari exercised his statutory powers to appoint service chiefs and IG of police what was the story when people complained that he contravened the Federal Character principle? Was it not that he reserved the right to appoint those he was comfortable working with?

These gross human rights violations are the handiwork of those he's comfortable with. He and the political party through which he emerged must therefore be called out and condemned!

Fixing the mentality of the average Nigerian soldier who sees civilians as animals is not just the government's job.

First, we should stop praising this brutality. There is hardly any Nigerian comedian who does not turn police brutality into a joke. Then you see people who want to join the military just to oppress.

We need experts to address this issue, including stakeholders like the average civilians who can represent the oppressed.

All I know is that the military needs more than an overhaul. Because even some of those who are not in the military want to join to trample on other people's rights.

Even you who is talking, what is the assurance that you will not turn into a beast if you put on that uniform

Origin is not the issue. It is about what he has done to address the issues so that members of the public can feel the impact! According to you, Borno people and citizens generally lost faith in the Army and that resulted in a change of administration into the one we have today.

If the current administration refuses to address and resolve issues it campaigned with and promised to 'Change' then the people reserve the right to call them out whether in a petty or mature fashion! The deaths at the hands of soldiers and general insecurity are too much for the niceties of trying to isolate who to blame and who not to.

The rule for peaceful protest is very clear, u most write and notified the authorities (security) await their approval before the protest, so that security cover be provided for the protesters.
The security men are unprofessionally and doesn't applied rule for/of engagement. It's sad that the guys in uniform are killing the lives they are supposed to protect.

Steps are being made.

If you are current, you would have heard about barracks rehabilitation to provide decent accommodations. Military brutality can be driven by many factors. Providing decent accommodation will go a long way in dealing with problem significantly.

It may not be absolutely resolved in 4 years but 4 years is more than enough time to see definitive changes in that regard that citizens can actually testify to not just paper gist. If u feel u can hail the supposedly good politics of the current administration as u claim they are trying, then u cannot complain when others point out the bad and dirty effects of the politics of same administration for which these young citizens and many others like the IPOB and Shiites have paid the ultimate price. The government and its security agencies failed them by being agents of war, death and destruction instead of security and peace.

You should also be bold and honest enough to criticise illegality firmly and not try to ask why it's being 'politicised'. It is still u that started comparison with the previous administration yet somehow u feel it's not politics...
