and so what ? There might be loopholes within the bill that may not be feasible , any president that just stamps any bill brought to him is a proper f00l , even Trump can't sign just anything that comes from the Senate

I think we should all be interested in his reasons for withholding assent to the bills. Now I have followed his reasons and I will give a summary here, I do not have the time to give reasons for rejection of individual bills.

1) A lot of the bills sent to him have clauses that seek to either create some sort of levy or convert a stated percent of existing taxes or levies for there use. Signing such bills will either further "punish" the citizenry or diminish government revenues, thus reducing what can be applied towards capital projects.

2) A lot of the submitted bills seek to duplicate functions of already existing government agencies, hence it will be more pragmatic to seek a revamp of such agencies.

3) Clerical errors.... Yeap, you read that right. They just didn't take the time to properly edit the bills despite the millions they pocket in monthly allocations. Now you may ask why can't presidency just edit the errors and sign? Well, it turns out, you cannot do that to formal documents that mist go through a thorough documents control process. I am a project manager and if you send me document with errors in it, I simply issue a CRS (Company response sheet) wherein I will state the errors and recommend fixes. I am not allowed to edit what you have written! It is then left to you to make the corrections and submit a revised edition of the document.

Yes, the bills may have good intents, but that is never enough in business or governance. You must get the details right or you will not get the desired results.

Bro some of this guy's are hatred personified. They will insult you if you try to reason with them. Ever wondered why they believed buhari was cloned. Anything to put the president down makes them happy. It's not a matter of enlightenment. Go to Facebook and see what supposed learned and exposed pple write about the president. Trust me, 90% of the comments did not even read the full story. They most likely do not even know the contents of these bills and why they were rejected.

Pple never really give a thought to the reason why we suffer so much constructional mishap in the first place. If you take your time to look at the constitution you will discover from the surface that it is an OK document. Now, go back and look at the clauses and verbiage only then you will understand why we are in such muddy waters. For this I will side with buhari.

That one had a lot of politics and a sprinkling of pragmatism. I intend to write about it someday, maybe during my annual leave, that is, if the Ijebu in me doesn't make me pick up a small maintenance project during the leave. I too like money

You should ask why didn’t National Assembly override it.

One of the flaws is a clause that requires voting to be electronically transmitted but was silent on the need to count the votes first. Ordinarily, you would think that counting is a given logically but in law, some smart lawyers will pounce on the lacuna to prove that what is not expressly required by law is discretionary. Also does it mean we should use electronic voting or vote manually and result must be electronically transmitted to a server.

They don’t have the numbers. Remember that the bill was sponsored by the Speaker who everybody must try to be in his good book then, not now.

The executive wanted to get foreign investors to fund the completion, all of a sudden, the Speaker visited the place and thereafter organized a stage-managed stakeholder meeting inside the chamber which the executive boycotted. It was at meeting that the house passed a vote of no confidence on Fayemi - the then minister of mines and steel.

Buhari’s major angst with the bill is that it requires part of our foreign reserves to be used to finance the completion of the project. The executive see government further participation in the project as a drain pipe.
