During this holy month, Muslims are not even permitted to do allowable things while fasting, such as having intercourse, drinking, eating, etc. Engaging in any haram relationship in this month is unquestionable compared to those. It’s a huge sin, and it gets even worse if somebody is engaged in anything like that in this holy month.
So my friend marriage is highly prohibited for a Muslim during the holy month of Ramadan

Only in Nigeria where people come to wedding to eat and eat and eat cool Muslim can do Marriage during Ramadan. Food is not part of essential of marriage in Islam. So couples can decide to tie the knot during Ramadan and do the walimot (eating and drinking) after Ramadan if they so wishes.

Give me a quotation from the Hadith or Quran to proof your theory is genuine

.

Primary Requirements:
1) Mutual (consent) agreement by the bride and the groom,
2) Legal guardian Wali or his representative, wakeel, ” representing “the bride.
3)Two adult and sane Muslim witnesses, 2 males or 1 male and 2 females
4) Mahr (marriage-gift) to be paid by the groom.

Every other things after the aforementioned points is secondary including walimot (eating and drinking).

You're right, although marriage during Ramadan is considered socially wrong in the modern day civilization,it connotes stinginess. However one rule is certain; couples should avoid intimacy from after Sahur till iftar, becouse intimacy during fasting is Haram

Thank you for this educative and informative question

There is nothing in Islam that prohibits performing marriages at any time of the year. The only restrictions pertain to consummating marriages during certain times. For instance, it is not allowed to consummate a marriage while fasting, or while one is in a state of consecration or ihram for performing Hajj or `Umrah. But as far as solemnizing marriage is concerned, there is no restriction to conclude it at any time even if this would be on the day of fasting as long as the walimah and consummation of the marriage take place at night.
Sheikh Ahmad Kutty, a senior lecturer and Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states: It is absolutely fine to do so, as long as you plan to do both the walimah and consummation of marriage after iftar (breaking of the fast) and not earlier during the day. Allah says in the Qur’an, (It is made lawful for you to approach your wives (in conjugal relations) on the night of fast. They are garments (of protection) for you and you are garments of (of protection for them)) (Al-Baqarah 2: 187).

Therefore, there is nothing objectionable from an Islamic point of view if the nikah is done on the day of fast during Ramadan and the walimah and the consummation take place at night.
