Following a motion moved by Hon. Ifeanyichukwu Anthony Ibezi on the incessant rise of SIM swap fraud in Nigeria, the House of Representatives on Thursday, July 25, 2019 resolved to set up an ad-hoc committee to conduct an investigative hearing into the growing trend of SIM swap fraud in the country.

Presenting the motion, which was supported by Prof. Julius Ihonvbere, the member representing Owan Federal Constituency, Hon. Ibezi recalled that in 2012, the Central Bank had introduced the cashless policy, an initiative which reduced the amount of physical cash involved in business transaction and encouraged the use of electronic platforms for payment of goods and services. He noted that despite the numerous advantages of electronic transactions, some drawbacks are manifesting in the form of Subscribers Identification Module (SIM) swap fraud. This occurs, he said, when a fraudster steals someone’s personal information, mainly from the Internet and uses it to request for a new SIM card from the victim’s network provider, effectively cloning that person’s identity.

Hon. Ibezi also noted that as soon as the network provider issues the new SIM card with the same number of the person whose identity was stolen, that person’s network signal will disappear from his original line which he would still have in his possession. As the confused victim will be battling to restore his or her line, the fraudster will immediately set to work by diverting any incoming SMS and completing the text-based two-factor authentication checks that protects the owner’s most sensitive accounts in financial services, social networks, webmail services and instant messages. This type of fraud, he observed, is now used to steal money from people’s bank accounts and simulate emergencies to solicit money from victims’ contacts. He recalled the pathetic story of one Sawari Bolanle, a young mother who was a victim of this new fraud as reported by The Guardian newspaper of July 01, 2019.

Given the widespread incidences of this new tech fraud, the House of Representatives through a unanimous voice vote adopted the motion and resolved to set up an Ad hoc committee to conduct an investigative hearing into the trend. The committee has six weeks to report back to the house for further legislative action.

This doesn't make sense because during a SIM swap, you are required to provide numbers you call often and also biometric is required that brings out your details including photo.

The truth of the matter is, without SIM swap fraudsters use social engineering techniques to get sensitive information from people about their financial records. Their are reported cases where phones are stolen from people, fraudsters get access to their banking credentials to wire money from victims account countless time.
I think the financial institutions should also step up in this regards to help ensure the maximum security of their customers even if SIM swap or phones were missing or stolen by criminals
There should be holistic investigation taken by this investigative panel of the green chamber.

Yes but mind you that it can only bring out ur complete information if actually you have register your line in a proper center, (Mtn,glo etc centers) not those road side agent. This road side agent sometimes don't update your info completely. Secondly, the 19 guys have friends or relatives who work with these telecommunication companies that is into sim swap/customer care department that can assist to do that for them. Then lastly. The 19 guys have also bankers that are also in customer care unit that will give them ur bank details too....remember that once you dial *904#, you will from this process know the bank the peace is using then quickly contact your guys working in those banks for details. But for what I know is this, once they report any number that such issue happened, the telecom, will be able to trace whoever did the swap, and bank also will be able yo trace the person too with just the person username.

That is not sim swap, that is retrieving a number. Sim swap can be carried out personally by yourself.

No you can't carried out sim swap by yourself, either sim swap or welcome back must be done at Mtn, glo, etc centers , unlike before that those agent are allow to do that , but now you must visit their office.....years back like 2012 downward, you can buy the welcome back sim and do that yourself but it is not allow now. Since 2013 upward
