First when the vehicle had an accident and was sold with pictures uploaded December 4th, 2018
Second when the vehicle had been fixed up and was uploaded for sale again on May 8th, 2019.

If the title had been reissued as clean for this second sale, then I see no foul play here.

The salvage title remained, thereafter.

The vehicle was sold with a salvage title.

Salvage titles are permanent, legally.

A vehicle with a salvage title may be repaired, the title would become a Rebuilt Salvage title.

A rebuilt salvage title is still a salvage title. It is not a clean title.
