What do you mean settle community? Is the project itself not enough settlement for the community. Take for example the second Niger bridge, do you know the long term benefits the bridge will bring to communities on either side of the bridge, and the whole south east as a whole. This is the bridge south easterners had been clamouring for decades. A few greedy people will now chase contractors from site because the want to collect money.
Mind you, I am not saying those that lands directly affected by the projects should not be compensated, but giving all the communities (aka community elders and youths) along the route money for not doing any work is wrong.

Let me add a twist....

It's more or less encouraging contractors to settle area boys and agbero in Lagos while doing road & bridge projects.....

Building an expressway through a community, and then a bridge over a river. The highway may cost roughly N5bn and the bridge costing N130bn. But you want FG to pay compensation of N10bn to 5 communities (i.e. 5*10bn = N50bn) for a N140bn bridge project?... You want more than a third of the project cost to be paid as settlement to communities because a road is built through their land?

Warri in particular and Delta in general is one of the sore examples of the effect of this kind of mentality. Imagine SPDC moved away totally from Warri, who would have thought it possible considering they had massive structures and facilities in place.
I think someone should do a documentary on the sorry state of Warri compared to its rising profile in those days.

I listened to an interview of Honorable Peller who said he moved a project that he intended to another community that was happy to receive it without asking for illegal compensation. That really should be the trend going forward. Greedy community leaders, lazy louts and "owo mi da" touts should learn bitter lessons henceforth.

I learnt from a family that relocated from Warri that the town has retrogressed badly because of this attitude. If you make life difficult for those who can develop your area, you'll be full of regrets later.

Land is not free anywhere in the world. There was a land use dispute between a top English club and the owners of the land few years back.

N50bn compensation for a N130bn bridge all because a 3 lane road crosses your community? How much of land is actually even taken to build a road through a forest? And for this minor reason, a bridge that has been the subject of protest and demand for several decades is about to be jeopardised and we are yet to see the governors, senators, reps members etc making any comments or encouraging common sense to prevail.

If Igbo communities want to adopt this madness that has perpetually retardedd development in the niger delta, then so be it. I wish I were buhari, I will divert the funds to other numerous uncompleted projects in other areas where the people prefer infrastructural development to payouts. Development cannot be forced!
