I just watched CNN and they explained that people are stockpiling the tissues because they can actually be used to create face masks incase stores run out of face masks in future, which is already happening

Why do I feel like they are all having serious fun with this unexpected holiday..?

Overseas, the stores are not inflating prices, but there are people stocking up only to turn around and start selling toilet papers, hand sanitizers, mask, wipes etc for exorbitant prices. Lucky Facebook market place, amazon and eBay are clamping down on people listing such items.

This can hardly work in Nigeria. There is no power to preserve fresh or cooked foods. Canned/tinned food would also be too expensive and out of reach for a lot of people.
