Senators on Thursday disagreed sharply on the floor of the Senate with plans by some lawmakers to suspend the confirmation of President Muhammadu Buhari’s nominee.

Mr Victor Chinemerem Muruako was recently nominated by the President as Chairman of Fiscal Responsibility Commission (FRC).
The nominee had acted as a sole administrator, in Acting Capacity, for seven years without the constitution of a full board.

According to lawmakers who were opposed to the confirmation, the law permits that each geopolitical zone should have a commissioner. Currently, the board has not been fully constituted.

Leader of the Senate Yahaya Abdullahi, opposing the confirmation of Buhari’s nominee, said approving the request will embolden the Executive branch to flout the law. He argued that the confirmation be suspended until names of other commissioners are forwarded.

According to the FRA, the FRC is mandated to among others “compel any person or government institution to disclose information relating to public revenues and expenditure; and cause an investigation into whether any person has violated any provisions of the Fiscal Responsibility Act.”

The Act further provides that “if the Commission is satisfied that such a person has committed any punishable offence under this Act the Commission shall forward a report of the investigation to the Attorney-General of the Federation for the possible prosecution.”

The Commission is also empowered to monitor and enforce the provisions of FRA in order to promote the economic objectives contained in section 16 of the Constitution.

The FRC is also to disseminate such standard practices including international good practice that will result in greater efficiency in the allocation and management of public expenditure, revenue collection, debt control and transparency in fiscal matters;

Besides, the Commission is to undertake fiscal and financial studies, analysis and diagnosis and disseminate the result to the general public.

Opposition to the confirmation of the nominee pending the proper Constitution of the Commission also came from the Deputy Senate President, Ovie Omo-Agege:

“Going ahead to confirm the Chairman-Designate is to validate the Sole Administrator-ship that he has enjoyed for seven years and that is wrong.”

However, the Chairman of the Senate Committee on Finance, Senator Solomon Adeola urged the Senate to receive and consider the Report of the Committee.

Senate President, Ahmad Lawan also encouraged his colleagues to support the nomination.

“If we do not do the confirmation, the nominee will still be Acting. It makes little or no difference. We still do the confirmation and we insist the Chairman does not constitute the Commission, and we write to the Executive to nominate the remaining people..."

“We will write to President Muhammadu Buhari to send the names of the other proposed members of the Commission so we can confirm them accordingly.”

The Senate later resolved to write to the President to urgently nominate other members of the FRC, and thus, confirmed the nominee.

In January 2008, he was appointed Special Assistant (Legal Matters) to the then Deputy Speaker, House of Representatives Rt. Hon. Usman Bayero Nafada; and was reappointed in that Position in the House when Rt. Hon. Emeka Ihedioha CON was elected as the Deputy Speaker. He continued in this Position until he was appointed Commission Secretary, Fiscal Responsibility Commission in February 2012. In December 2013, then President, Jonathan appointed him Acting Chairman of the Fiscal Responsibility Commission.
