It's the medical personnel that take advantage of job opportunities elsewhere.
The reason why there isn't adequate proper infrastructure is that the government has chosen not to provide it as a result of selfishness and greed.
But it actually takes intelligence to eat up the economy like the government here.
Being smart is not the same as being nice.
