Dangote pays Customs Duty in Naira, other importers pay in dollars. He gets dollar at CBN rate, others get it at black market rate. Everything on CBN ban list, is in Dangote’s favor.

Coming down to Cement business, Dangote got 5yrs tax holiday, saving more than N100 billion in taxes. BUA (his competition) on the contrary, got nothing from the Government.

In countries where systems (checks & balance) works, Dangote would be in jail, for Tax evasion (tax fraud).
