The ban on open grazing wasn't done for fun, it was because of the associated violence with open grazing.

Herdsmen, were attacking sedentary communities as they allowed their cattle to roam.

The southern governors repeatedly asked for assistance with the issue and didn't receive any. So their conclusion, was the only way to reduce banditry and violence associated with open grazing in the absence of military or police support was to ban it.

If the activity of spare parts dealers in the north was directly linked to criminality adversely affecting populations their, then I would take no issue with them banning it...Mtchew...
