the ruler of the system of things is HUMANS not God or satan. according to the genesis of things[thou i'll not quote], God created humans to have dominion over the world[earth] that is to say he is created to rule.

thou humans may allow the devil to use them one way or the other, it didn't made satan to be the ruler in their stead(instead of them)

e.g, if i made you to work in my vineyard, the work is still done by you

However it has a far deeper implication than just limitations.
The tree was labeled:
"The knowledge of GOOD and EVIL"

Let's break it down~ KNOWLEDGE connotes ability to grasp something ahead of others around you, if it's what everyone around you can assess then it's of no much value. So we can say it's what you know that others don't or can't know.
GOOD means right thing to do and BAD means something that can lead to or cause harm!

Now if put together it simply means the right to set standards as in rule!

After God has created all the creatures on the planet he asked man to name them all {Genesis 2:19} man is to have dominion over all other creatures {Genesis 1:26-28} but there is something missing!
Who will set standards for humans since they are the only specie with IQ?
Well some higher intelligent creatures (angels) felt that should be their own job but God said that right belongs to Him and Him alone.

Satan (one of God's angelic sons) felt uncomfortable with that so he compelled Adam and Eve to rewrite their own story by taking over the right to rule over other humans from God. Genesis 3:1-5
God had earlier warned Adam that such a course will lead to death {Genesis 2:17} but Satan lied to them that God is a liar.
You know the rest of the story, so that's what the tree of knowledge of good and evil means!
