Why do Nigerian road contractors/builders tar the middle of the road while leaving the sides untarred? This is mostly seen on our highways. Why's that so? At times they will build gutters by the side and leave an untarred space between the gutter and the tarred part of the road

That's bad practice. That road will easily get bad during raining season

If the road no spoil, no one will call them back to build another one.

Nigeria is not a country. It has no basic law for basic practice.

Most times, such roads are tarred but with light fillings (bitumen or concrete) and rough surface. Reason for such, i think it's to protect bystanders, vehicles parked by the highway, if not, some drivers will swerve off the major lane to the shoulder part of the highway just to overtake.
