What React.js skills, projects or concepts would you expect a junior to know before they can be called a React.js developer?

Know how to use use effect and use state hooks really well. It won't hurt to know how to use usememo and probably use callback too. How to write unit tests with jest or react testing library.

There's more but a lot of companies look at this from a beginner.

This is on point!
Hooks are a must, also I'm thinking one should know at least one of react's frameworks. E.g NextJS or Gatsby and other CSS-In-Js libraries such as Emotion or Styled-components and also know how to consume APIs.

I know testing is important but how many juniors are going to bother writing tests for pet projects? I think it'll be okay to just understand how to write them when the need arises.
