Was the 50 Naira note in circulation in 1984 ?

If it was not in circulation then, how did Buhari change the colour of a denomination that was not in circulation ?

Redesigning or whatever can never appreciate the Naira against other currencies except we reverse from being a consuming nation to a productive one, period.
