Your account must be verified.

Once you've applied for your PayPal business account and been approved to use it, make sure to verify your account within 7 days. This can be done in the PayPal app or website by verifying your identity and address through a simple process. If you verify your business account within 7 days, it will be activated, and any money sent to this account will be returned to the sender.
