In response to the bolded section of your post. I knew the moment I read the story that the man was definitely under the influence of alcohol and probably hard drugs at the time of the incident.

Then few days later, someone I know was talking about the case and guess what? She knew the man several years ago, and worked with him for a while. She told me the man will come to work most mornings reeking of alcohol.

Most people who feel the need to drink alcohol in the morning are usually alcoholics. In psychological evaluation of alcohol dependence it is called an "eye opener".

How on earth a police officer on duty with access to a lethal weapon could be an alcoholic is a systemic problem in the NPF.

But be it manslaughter or murder, the man is responsible for his actions and should pay for it.

Every road has an end. Did you for a second think he thought he was above the law? ... after 33 years he is a demi god?..God?... judge, jury and executioner? What could possibly happen in a traffic stop that he would threaten to shoot .... not arrest ... shoot the victim's sister? ... and he went on to shoot the victim. Did you consider that he may have done this before?... more than once?... and nothing happened to him? ... that the only reason this made news is because the victim is a somebody ... a lawyer? Was the stop and search legal?.... or for extortion? End of the road for him .... I wish he gets what he deserves in jail.

I entered Keke one day in Ibadan, and the Keke guy was giving police N50.00 from a particular safe in the Keke.
When I got to my destination I gave the Keke guy N500.00 for a trip of N250.00 he gave me N300.00 and requested for N50.00 back, stating that he did not have change.
I pointed to his safe that had many N50.00 that he was giving police from to give me change from it.
The guy outrightly told me that the N50.00 from the safe was for policemen. He said he won't say much, but that he cannot give money from that safe to someone that has not done him any evil.
I knew he was dead serious when he mentioned that I can go with the N300.00 he had given me if I did not have N50.00 to give him back.
