Can a phone with say Snapdragon 630 chipset and 12 gigs of ram work better or faster than than a phone with snapdragon 800 chipset and 4 gigs of ram?

True, but some other things also factor.
Apple's OS is lighter than Android's OS so an Apple phone can function efficiently and effectively with 4 gigs of ram while An android phone will need much more than that.

iPhones also lack TRUE multitasking. Android phones have a lot of background processes using up RAM, can open two apps simultaneously running on the split screen feature, & some say Android phones use more RAM because they're basically built on top of Linux.
You can use a 12GB RAM phone that can feel slower if the processor, storage and RAM speed aren't up to par. All 8GB RAM chips aren't born equal.
A well optimised Android phone with 8GB LPDDR5X, SD 8 gen 2, & UFS 4 storage will be snappier than one with 16GB LPDDR4, Snapdragon 8 gen 1 and UFS 3.1 for example.

They're just code names for generations of RAM & storage. UFS 4 for example is rated to be twice as fast as UFS 3.1 & about 40%+ more energy efficient. Same with the RAM, the newer the generation the faster & more energy efficient it will be.
