Jesus said that because among the OT prophets, only John saw Jesus. He is the least among the NT prophets because he didn't live to benefit of the death and resurrection of Jesus.

John as the greatest of the prophets means John was the last of the Prophets God sent to the people of Israel of His Old Covenant. This as part of God's promise to put a seal on visions and prophets at the end of the age - the arrival of the Eternal salvation from the old Law of Moses - Daniel 9..

First, you have to understand that the statement of greatest and least in that Bible passage doesn't mean hierarchy or power, just metaphoric to indicate spiritual duties and situations.

The greatest, because John was the last prophet in the order of the old testament, ushering in the new and being the proclaimer and baptizer of Jesus Christ and the fact that he saw the promised messiah.

The least is because the kingdom of God is the ultimate aim of everyone, including the prophets. Anyone who attains it is greater than anyone who doesn't, prophet or not. John is just used as an example of the uselessness of your high standing on Earth if you miss the kingdom of God.
