Election that has not being concluded,a winner was declared.

The election had been concluded with regards to the aspect of voting. The collation and announcement of 10 LGAs was still pending as at when the REC made the pronouncement.

The issue here is, what is the process of collation as stipulated by law? Must it be in the presence of Party agents and the media? The collation could have been done in secret and then the REC was already aware of the final results and hence he announced it, before any unscrupulous changes could be made by anyone else.

See this case isn't as easy as it seems. Was the REC wrong, YES.

However, the extenuating circumstances that made him to make such declaration is not publicly known yet.

So this might still be a Judicial matter. INEC doesn't have power to unilaterally invalidate what the REC has done.

Read my comment again. Collation could have been concluded as I don't think it is mandatory for collation to be a public exercise. For purpose of credibility, then yes but as a legal requirement, I don't think so.

Finally, whatever the arguments may be, the matter is now before the Courts.
