Depositors are the main victims here. There is limit to what individual can get from NDIC for those who might have deposited beyond the maximum claim that will be paid by NDIC.

For instance for MFB depositors 200k is the maximum of claim that can be paid by NDIC per customer, for those who have deposited, 250, 300k, 600k, 1m and so on, they will only get 200k and might never get the excess amount.
