Just seeing this. Matomo Self-hosted is free and when you host it locally, using WAMP or XAMPP is offline. Accessed over a web browser, yes but it's still offline

What good thing about the Bi tool is that you have the option for refresh each time you load the data source with new data.
Say for instance if the data is stored in your local computer, share point or google drive. Each time you load/input new sets of data in addition to the old batch so long as your data source is connected to Power Bi. The tool allows to refresh.
If you want to go online Power BI allows you enjoy free trial for two months and with the free trial subscription you can view your dashboard online without having the need to turn on your PC. you can even refresh from your app or workspace.
