For the same reason that France pays Niger 60 cents per kilo for their uranium. Only now has the Niger govt upped the price to 250 euros per kilo. That's why France wants Bazoum back so it can be business like before.

Cocoa farmers are poor because they have no access to the buyers who pay the international prices. They have to sell to the middlemen and the governments are not interested in protecting their farmers.
