Everywhere in the world, collateral damage is an unfortunate reality of military operations. These men are doing their best to work in difficult conditions, and it is not as if they got up and said oh let's go and kill civilians. A genuine mistake was made and there should be administrative consequences of course, but any talk of jail time is out of place.
