Experts in the house. Please help me clarify this, I have been arguing with my friend about brand new tyres and how its is mandatory for them to have those small threads if they are truly brand new. But my friend says it is not a must.

Please who is correct here?

First off those small things are called hairs not threads. All new tires should have it as it is excess rubbers left over during manufacture of tire.

But rethreaded tires don't have it depending on the process of rethreading the tire.
