Why is the highest qualification they are collecting is NCE and OND?
Is it possible for Someone who already have HND, to upgrade using HND result and how long before it can be possible?

I believe every services has what they needed at a particular period.
It's possible to upgrade ONLY if the result you will be using will be acquired at a future date

I will urge you to apply now. It may be your best chance right now. It's not easy entering with HND/BSc. You won't remain in level 06 for life. After 6 years you should be in level 08. Plus salary will improve next year. ND should be close to around 90k den
