In my opinion,
1. The National Police should be scrapped and replaced with State Police.
2. The NSCDC should absorb and reorientate the manageable remnants of the Federal Police.
3. The FRSC should absorb the TW personnel of the existing police and upgrade their skills.
4. Then for coordination and conflict resolution, a special division should be created in the new NSCDC to include selected ex-sevicemen. When you have a complaint against your state police, you petition this division for assistance. Also the special unit of the NSCDC will operate as the National Guard.
5. Any member of the scrapped national police not found suitable to be absorbed into his state's new Police unit should apply for gratuity and if screened and found worthy, should be paid-off. The rest should automatically enter the existing pension scheme after a one-month disengagement training.

Even Road safety people are now becoming a nuisance. People that should be patrolling the federal high ways to rescue accidents victims, will be somewhere, hidden in an inner city, stopping private vehicles for one stupid papers. They are just becoming annoying. People will be on their way to work, you will be stopping their cars and be searching for rubbish. I was happy when El Rufai and Ambode banished them from the city and States Roads. They are now back everywhere in Lagos, disturbing motorists. They should be on the high way, rescuing people and inspecting public transportation vehicles.

Only very few states in Nigeria can operate an effective State police. The state governors are alpha and omega of the states and they have total grip on all the arms of government in their state compared to the President. Give then their own police and they will control it with no checks and balance.

There are various steps to take and systems to put in place before we can successfully run states police. If we can do that, then its fine. If not, the idea should be suspended at the moment.

I scan the barcode of other documents. I don't patronize touts when doing car documents. I take my vehicle to VIO test centre. I ensure my tyres are not expired ( according to their 4 years rule). My extinguisher is always on green. I have 2 jacks, 2 caution triangle, 2 extinguishers, 2 extra tyres.

Some of them are evil, no doubt. But am always prepared.

FRSC should be made to assume the work of the traffic warden division of the police, those guy have no job just looking for motorists to exploit. They should make it there sole responsibility to control traffic

I am 100% in agreement with your suggestion regarding the state police structure with IGP overseeing their operations and/or reporting to him or her. I have passed an FRSC road check and about half a mile, there is VIO checkpoint.

The federal government shouldn't follow the IG advise as would lead to so many rumbling n problems in the paramilitary set up,rather the functions of the various bodies should be clearly defined n realigned,e.g the safety should solely be responsible for issuance n checking of vehicle particulars, overloading n all other safety checks,all traffic control n regulations, regulation of driving schools etc,the civil defense should be in charge of government civil buildings, hospitals, markets n malls, traditional rulers office n residents, schools etc, while the police should be in charge of highway security, police should only check vehicles for ownership proofs,use of government numbers,use of tinted glasses n the likes, general patrols, crime detection arrest, investigation n prosecution, protection of financial n high value national critical assets that can be subject to terror attack, protection of designated appointed or elected vip etc,all the armed paramilitary outfits should have special operations units well trained to participate in joint operations with the military when the need arises, this way stability would be maintained n efficiency would be improved,on the issue of state police,state that desire it should be allowed to have it, proper legal frame work should be form to guide their total setup n operations,state police would surely help to solve some of the security challenges, even the federal police is not immuned to abuse n arbitrary usage by the powers that be especially the president n the party in power.
