these percentage are high because we don't have a data base of literally every Individuals in Nigeria ,,,,that's why the fed govt find it difficult to track down any one who runs away ,fed govt can as well give the car out to high purchase but it will be hell difficult to track these individuals,I will advise federal government to involve foreigners in this program with cheap housing accomodations and I bet you they will grab this last last na we go still complain like south Africa people
