From 2004. It is stated clearly. Tinubu ruled from 1999 to 2007.

The Local Government funds were withheld from 2004. State allocations were not withheld.

However, from 1999, to 2004, Tinubu received both Local Government and State allocations.

So the talk of not receiving allocations at all is a BIG BAT LIE.
