Jesus did not choose a devil
Judas gave himself to the influence or allowed himself to be used by the devil

Today, it's easy to hear people say
My husband is a devil
My boss is a devil
My best friend is a devil

Meaning that they deliberately made choices that made them look like they were guided by the devil
